Strangely, I did not find the "correct" aka permanent solution to this problem. It is a bit annoying when you don't get to see any IS for either the controls nor its properties. This is not really a solution, it is a workaround (for which I am grateful), which is a hallmark of a badly designed product. Clearing the ReflectedSchemas folder worked perfectly. I deleted the 10.0 folder and it was re-created successfully as well as bringing up VS2010 in safe mode and it's a no-go. I do not remember this problem happening in VS2005/2008/2010 so it seems to be something that has started happening in 2012 and now in 2013. I am not remembering in 2012, but I suggest you try it on another machine, or pull down 2013 and try it on that version.
